§ 91.39 UNIFORM CONSTRUCTION AND REPAIR SYSTEM.
   (A)   The City Council hereby agrees to pay the sum of $1.50 per square foot for all sidewalk repair and construction for all residential, commercial, and industrial purposes, to the extent allocated in the city’s annual budget.
   (B)   The payment by the city of $1.50 per square foot shall be done only upon the sidewalk construction being approved by the Superintendent of Streets of the city.
   (C)   The Superintendent may require the plans and specifications for sidewalk repair and construction be given to the city prior to any construction or repair taking place.
   (D)   Preliminary approval for the construction or repair of these sidewalks must be obtained from the city in order to be eligible for reimbursement of the $1.50 per square foot for the sidewalk repair and construction. A permit must be obtained from the City Clerk. The cost of the permit shall be $40.
   (E)   The payment of the $1.50 per square foot by the city shall be made only upon final approval by the Superintendent of Streets.
