§ 91.38 NOTICE TO REPAIR; REPAIR BY CITY.
   Whenever any sidewalk is in need of repairs, the Superintendent of Streets shall notify the abutting owner thereof to cause the same to be repaired without delay. If notice cannot be promptly given or the repairs are not promptly made, he or she may cause the same to be repaired, when approved by the Mayor and chairperson of the Streets Committee. The Superintendent shall keep an accurate account of the cost of these repairs and shall report the same to the City Council, who shall either order the collection of the costs from the owner or order them to be paid out of the appropriate fund in the city treasury.
