(A) Excavation permit; deposit required. No permit shall be issued unless the applicant has deposited the sum of $750 for the excavation in any improved surface of a street or public way, and $200 if there is no improvement of the surface of the public way, such as in the boulevard of a street.

(B) Properly completed work; return. The deposit required by division (A) above shall be held for 6 months after the completion of the work in the street or public way and then returned to the applicant if that work has been done properly. However, if it is necessary for the city to do work to restore the surface, any expense therefor shall be taken from the deposit.
