The city shall be and is hereby divided into 4 wards, each of which shall comprise territory, and be bounded as hereinafter described:
(A) First ward. All the portion of the city lying south of the north line of South Litchfield Township and east of a line described as beginning at the intersection of the north line of South Litchfield Township with the center line of South Jackson Street; thence south along the center line of South Jackson Street to the center of East Tyler Avenue; thence running west along the center line of East Tyler Avenue to the center of South Monroe Street; thence south along the center line of South Monroe Street to the center of East Seneca Street; thence west along the center line of East Seneca Street to the center of South State Street; thence south along the center line of South State Street to the corporate limit line;
(B) Second ward. All the portion of the city lying west of a line described as beginning at the termination of North Jefferson Street at the northern corporate limit line; thence south along the center line of North Jefferson Street to the intersection with West Scherer Street; thence east along the center line of West Scherer Street to the center of North State Street; thence south along the center line of North State Street to the south line of North Litchfield Township; thence east along the south line of North Litchfield Township to the center of South Jackson Street; thence south along the center line of South Jackson Street to the center of East Tyler Avenue; thence west along the center line of East Tyler Avenue to the center of South Monroe Street; thence south along the center line of South Monroe Street to the center of East Seneca Street; thence west along the center line of East Seneca Street to the center of South State Street; thence south along the center line of South State Street to the corporate limit line;
(C) Third ward. All the portion of the city lying north of the south line of North Litchfield Township and east of the second ward, described above, and west of a line described as beginning at the point where the center line of North Chestnut Street intersects the south line of North Litchfield Township; thence north along the center line of Chestnut Street to the center of East Hauser Street; thence east along the center line of East Hauser Street to the center of North Chestnut Street; thence north along the center line of North Chestnut Street to the center of East Clark Street; thence west along the center line of East Clark Street to the center of North Franklin Street; thence north along the center line of North Franklin Street to the northern corporate limit line; and
(D) Fourth ward. All the portion of the city lying north of the south line of North Litchfield Township and east of the third ward, described above.
