The Budget Officer shall prepare and compile an annual budget for the municipality commencing with a budget for the fiscal year beginning May 1, 1989, and annually thereafter until the time as this municipality may, by a

majority vote of the corporate authorities then holding office, abandon the provisions of ILCS Ch. 65, Act 5, §§ 8-2-9.1 through 8-2-9.9 pursuant to ILCS Ch. 65, Act 5, § 8-2-9.10.
