§ 38.24 AWARDING OF CONTRACTS; RECORDS.
   (A)   The award of any contract under this subchapter shall be made by the city to the lowest or highest responsible bidder as provided in § 38.17 of this code. Every contract involving amounts in excess of $20,000 shall be signed by the Mayor or his or her duly designated agent, and by the City Clerk, respectively, of the city. Each bid, with the name of the bidder, shall be entered on a record which record with the name of the successful bidder indicated thereon shall, after award of the contract, be open to public inspection in the office of the City Clerk in city hall.
   (B)   All purchase orders or contracts involving amounts of $20,000 or less shall be awarded by the city to the lowest or highest responsible bidder as provided in § 38.17 and shall be signed by the Mayor and by the City Clerk.
   (C)   An official copy of each awarded purchase order or contract together with all necessary attachments thereto, including assignments, shall be retained by the City Clerk in an appropriate file open to the public for the period of time after termination of contract during which action against the city might ensue under applicable laws of limitation. After that period, the purchase orders, contracts, and attachments may be destroyed by direction of the City Clerk.
