§ 38.23 OPENING OF BIDS.
   All sealed bids shall be publicly opened by an officer or employee of the city in City Hall in the presence of 1 or more witnesses, and all bids shall be open to public inspection at the office of the City Clerk for a period of at least 48 hours before award is made.
