§ 38.19 EMERGENCY CONTRACTS.
   In the case of an emergency affecting the public health or safety declared by the Mayor or by the City Council at a regular or special meeting thereof duly convened, which declaration, if by the City Council, shall require the affirmative vote of a majority of all the Aldermen then holding office and shall in any event set forth the nature of the danger to the public health or safety, contracts may be let to the extent necessary to resolve the emergency without public advertisement. The declaration by the Mayor or the ordinance or resolution in which the declaration is embodied by the City Council shall fix the date upon which the emergency shall terminate, which date may be extended or abridged by the Mayor in the case of his or her declaration or by the City Council in the case of its resolution or ordinance as in its judgment the circumstances require. As soon as practicable, a record of each emergency contract shall be made and shall set forth the contractor’s name, the amount and type of the contract, and a listing of the item(s) procured under the contract, and the same shall be filed with the City Clerk.
