ORDINANCE 2024-5068

AN ORDINANCE AMENDING TITLE 1, CHAPTER 20; FEES, FINES,
INSURANCE, GUARANTEES, AND REGULATORY MEASURES OF THE
LISLE VILLAGE CODE INCORPORATING INCREASED
QUARTERLY COMMUTER PARKING PERMIT FEES

WHEREAS, the Village of Lisle, pursuant to authority granted in the Illinois Municipal Code, 65 ILCS5-1-1-1 et seq., has established a comprehensive code of regulations and licensing provisions and pursuant to its licensing and general regulatory powers, as well as Section 1-2-1.1 and Section 1-2-1, 65 ILCS 5/1-2-1.1and 65 ILCS 5/1- 2-1, the Village has established a series of fees and other monetary charges to recapture the cost of administering said regulations and licensing provisions and seeks to ensure compliance with, and conduct enforcement related to, these provisions; and

WHEREAS, on September 21, 2021, through the passage of Ordinance 2021-4921, the Mayor and Board of Trustees of the Village of Lisle established Title 1, Chapter 20 Fees, Fines, Insurance, Guarantees, and Regulatory Measures of the Village Code; and

WHEREAS, it is intended that the fees, fines, insurance, guarantees, or other regulatory measures set forth in Title 1, Chapter 20, be reviewed periodically by the Village corporate authorities and amended as is necessary and deemed suitable; and

WHEREAS, the Village corporate authorities have determined that quarterly commuter parking permits should be adjusted to provide parity with the daily parking fee; and

WHEREAS, Metra authorized a fee increase for commuter parking permits from $144 to $180, effective July 1, 2024; and

WHEREAS, it is necessary to amend Title 1, Chapter 20 of the Lisle Village Code to reflect increased commuter parking permit fees.

NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the Village of Lisle, County of DuPage, Illinois as follows:

SECTION 1: The Mayor and Board of Trustees find as facts the recitals hereinabove set forth.

SECTION 2: Effective July 1, 2024, category 1 (lots A through E) municipal parking lot fees established for Title 10 appearing in Title 1, Chapter 20, Section 1, Fees, shall be deleted and replaced as shown in Exhibit 1.

SECTION 3: Each provision of Title 1, Chapter 20, shall remain in full force and effect unless expressly amended by this ordinance, in which case such amendment shall take effect upon its passage and approval and publication, as provided in the Illinois Municipal Code, Section 1-2-4.

SECTION 4: The Village Clerk is hereby authorized to publish this ordinance in book or pamphlet form or such other form which is permitted or required pursuant to applicable law.
