10-6-5: PERMITS REQUIRED:
   (A)   General: Except as hereinafter provided, it shall be unlawful for any person to attach a bicycle to a public bike rack in village commuter parking lots C and D in excess of twenty four (24) hours without first obtaining a permit.
   (B)   Permit Issuance: Permits are issued for twelve (12) month periods beginning January 1 through December 31.
   (C)   Permit Application: Every owner or operator of a bicycle desiring a permit for such bicycle, shall file a permit application with the village business office setting forth the name, address, and phone number of the applicant, and the description and serial number of the bicycle for which the permit is desired. The applicant shall furnish proof of ownership if it is requested by the village. Upon satisfactory completion and acceptance of the application, the village may issue a permit. Upon the issuance of a permit by the village business office, the applicant shall be permitted to park said registered bicycle in the appropriate village parking lot until the expiration or revocation of such permit.
   (D)   Display Of Permit: It shall be unlawful to attach any bicycle to any public bike rack in commuter lots C and D in excess of twenty four (24) hours without displaying a current permit as required by this chapter in the following manner: 1) permits must be affixed on top of the top tube in front of the seat, 2) the permit must not be wrapped around the tube.
