(A) All repairs and maintenance of building drains, from the building to the village right of way, including manholes, control manholes and flow and sampling equipment, shall be made by and at the expense of the owners of the property served. The village may, in case of emergency, repair any building drain including said appurtenances noted, and, if this is done, the cost of such repair work shall be repaid to the village by the owners of the property served.
(B) If the charges incurred in performing such repair work are not paid within thirty (30) days after rendition of the bill for such service, such charges shall be deemed and are hereby declared to be delinquent and thereafter such delinquency shall constitute a lien upon the real estate for which such service is supplied, and the village finance director is hereby authorized and directed to file sworn statements showing such delinquencies in the office of the recorder of deeds of DuPage County, Illinois, and the filing of such statements shall be deemed notice of the lien of such charges for such service.
