7-5-19: WATER USE RESTRICTED:
   (A)   Use Restrictions: During the period between May 15 and September 15, inclusive, the outside use of running water from a hose or sprinkling system, for the purpose of watering/sprinkling of lawns and gardens, shall be limited in the following manner:
      1.   "Outside use of water", as defined hereinabove, for buildings with the last digit in the street address being an odd number is permitted only on the days of the month having an odd number and is restricted to the period of time between five o'clock (5:00) A.M. and ten o'clock (10:00) A.M. and between five o'clock (5:00) P.M. and ten o'clock (10:00) P.M.;
      2.   "Outside use of water", as defined hereinabove, for buildings with the last digit in the street address being an even number is permitted only on the days of the month having an even number and is restricted to the period of time between five o'clock (5:00) A.M. and ten o'clock (10:00) A.M., and between five o'clock (5:00) P.M. and ten o'clock (10:00) P.M.
   (B)   Emergency Situations: In the event of a water supply emergency if it is determined that the above referenced provisions are inadequate and diminishing reserves of the village water supply are experienced and if the village manager determines that the situation is likely to become dangerous to the health and safety of the public, the village manager is hereby authorized to issue a proclamation in the form of a public notice containing additional, more restrictive regulations regarding the use of water. Said proclamation shall remain in effect until the next regular village board meeting, at which time the village board shall take action to extend or terminate the proclamation.
   (C)   Exemptions: The following shall be exempt from the restriction set forth above:
      1.   All local government agencies;
      2.   Those permittees that obtain special hydrant usage permits from the village;
      3.   The use of water obtained from a source other than the village waterworks system;
      4.   The use of water from attended, handheld garden hoses; and
      5.   Watering of newly sodded or seeded lawns if located on parcels of fifteen thousand (15,000) square feet or less if:
         (a)   Watering is restricted to the hours of seven o'clock (7:00) P.M. to seven o'clock (7:00) A.M. but may be performed on any day;
         (b)   An application for a permit under this section is filed with the village seven (7) days prior to the sodding or seeding and a permit has been issued by the public works director;
         (c)   No sodding or seeding shall be installed prior to permit issuance; and
         (d)   All permits under subsection (C)5(b) of this section shall expire fourteen (14) days after issuance and may be revoked in emergency.
Note: The village president and board of trustees are hereby authorized to revoke the aforementioned exemptions in times of emergency.
   (D)   Penalties: Any persons violating the provisions of this section shall be subject to a fine as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for the first offense, and a fine as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for the second or succeeding offenses.
