7-5-10: TESTING AND REPAIRING METERS:
   (A)   All meters one inch (1") or less in size shall be tested for accuracy as necessary by the village public works department. The village shall also test at the request of an owner or consumer.
      If the test is requested by the owner or the consumer, the village shall pay for the testing, repair or replacement if: The meter is found to be over registering the amount of water flowing through the meter, or the repair or replacement is required due to the negligence of the village.
      If the test is requested by the owner or the consumer, the owner and consumer shall be responsible for the cost of testing, repair or replacement if: The meter is found to be accurate or under registering the amount of water flowing through the meter, or the repair or replacement is required due to the negligence of the owner or consumer.
      If the test is performed without the request of the owner or consumer the village shall pay the cost of testing, repair or replacement. However, the owner and consumer shall be responsible for the cost of such repair or replacement if it is due to the negligence of the owner or consumer.
   (B)   The cost of repairing and testing for accuracy on all meters larger than one inch (1") in size shall be paid for by the owner, and shall include all costs of the village to remove, replace, test and repair said meter. The public works director shall inspect and determine when a meter should be removed for testing and repair. All meters larger than one inch (1") in size that must be replaced shall be furnished by the village and paid for by the owner and shall include the cost of removing and replacing the meter.
