7-4-3: STANDARDS FOR ISSUANCE:
The village manager’s office shall review a special event permit application and provide an assessment to the village board to confirm that:
   (A)   The application for a special event has been properly completed with all required information and has been filed at least sixty (60) days prior to the special event, except this time requirement may be shortened by the village for good cause shown.
   (B)   The special event will not be held on the same day as another special event that would require the diversion of so great a number of police officers so as to negatively affect other police department administrative or public safety responsibilities.
   (C)   The event is not to be held for any unlawful purpose.
   (D)   The conduct of the event will not unreasonably interfere with the public use of the public ways of the village.
   (E)   The conduct of the event will not reduce normal police protection of the village.
   (F)   The event will not be a breach of the peace.
   (G)   The concentration of persons, animals and vehicles at assembly points of the special event will not unduly interfere with proper fire and police protection of, or ambulance service to, areas contiguous to such assembly areas, nor interfere with the movement of firefighting equipment en route to a fire elsewhere in the village.
   (H)   The conduct of the event will not endanger the safety of the participants or spectators of the special event. (Ord. 2010-4330, 6-21-2010; amd. Ord. 2020-4868, 5-4-2020)
