7-4-1: PERMIT REQUIRED:
A special event permit application is required when a community event is located in whole or in part on public property (or on private property within the village) when it may have a direct effect upon public property, traffic flow or public health or safety, and which may require the use of special village services. A special event permit shall have been obtained from the village manager’s office not less than sixty (60) days prior to the event, except that this time requirement may be shortened by the village for good cause shown.
Exceptions: This chapter shall not apply to:
   (A)   Funeral processions;
   (B)   Students going to and from school classes or participating in educational activities, providing such conduct is under the immediate direction and supervision of the proper school authorities, and provided such conduct does not require traffic control;
   (C)   A governmental agency acting within the scope of its functions, including, but not limited to, functions sponsored and operated totally within the property of such governmental agency which do not impact the general policy requirements for such event by the village; or
   (D)   Any event to be held at the village of Lisle/Benedictine University Sports Complex that has been included in the most current facilities schedule, as required under section 4.3 of the facilities use agreement, by and between the village and Benedictine University, dated February 12, 2004, and on file with the village clerk.
