The Residential One and Two Family Dwellings Code of the Village of Lisle, as hereinbefore adopted, is amended in the following respects:
(A) Chapter 1, Scope and Administration, is amended to:
1. Section R101.1. Insert: Village of Lisle
2. Delete Section R103.1 and replace with:
R103.1 Creation of enforcement agency. The Development Services Department is hereby created and the official in charge thereof shall be known as the building official.
3. Delete building exemptions of Section R105.2 and replace with:
(a) Building:
(1) Portable storage sheds, bins, and cabinets that do not exceed 25 square feet.
(2) Retaining walls that do not exceed 2 feet in height above existing grade.
(3) Painting, papering, tiling, carpeting, wall cabinets, countertop replacement, and similar finish work.
(4) Prefabricated swimming pools that are less than 24 inches deep and not designed to have a circulation system.
(5) Swings and other playground equipment.
(6) Window awnings supported by an exterior wall that do not project more than 54 inches from the exterior wall and do not require additional support.
4. Delete plumbing exemptions of Section R105.2.
5. Delete Section R105.5 and replace with:
R105.5 Expiration. Every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 90 days after its issuance, or if the work authorized on the site by such permit is suspended or abandoned for a period of 90 days after the time the work is commenced. If the work on site authorized by such permit is not completed within one (1) year from the date of issuance, the permit shall become invalid. The building official is authorized to grant, in writing, one or more extensions of time, for periods not more than 90 days each. The extension shall be requested in writing and justifiable cause demonstrated.
6. Delete Section R106.2 and replace with:
R106.2 Plat of survey. The construction documents submitted with the application for permit shall be accompanied by a recent plat of survey drawn to scale, signed and sealed by an Illinois licensed Professional Land Survey, showing the size and location of new construction and existing structures on the site and distance from lot lines. In the case of demolition, the plat of survey shall show construction to be demolished and the location and size of existing structures and construction that is to remain on the site. The building official is authorized to waive or modify the requirements for a plat of survey where the application for permit is for repair or where otherwise warranted.
7. Delete Section R108.2 and replace with:
R108.2 Schedule of permit fees. Where a permit is required, a fee for each permit shall be paid in accordance with Title 1, Chapter 20, of the Lisle Village Code.
8. Delete Section R108.5 and replace with:
R108.5 Refunds. Plan review fees are nonrefundable. 50% of building permit fees may be refunded if the permit is cancelled and no work has been performed. Building permit fees are nonrefundable if the permit has expired (90 days or more from the date of permit issuance). Building permit fees are nonrefundable when work has been performed.
9. Delete Section R108.6 and replace with:
R108.6 Work commencing before permit issuance. Permit fees shall be double for any person who commences work before obtaining necessary permits.
10. Delete Section R112.3
11. Delete Section R113.4 and replace with:
R114.4 Violation penalties. Any person who violates a provision of this code or fails to comply with any of the requirements thereof or who erects, constructs, alters or repairs a building or structure in violation of the approved construction documents or directive of the building official, or of a permit or certificate issued under the provisions of this code shall be subject to penalties as prescribed by law and punishable by a fine as established by Title 1, Chapter 20, of the Lisle Village Code. Each day that a violation continues after due notice has been served shall be deemed a separate offense.
12. Insert Section R113.5 as follows:
R113.5 Recording of notice of violation. If the owner of the property has not complied with the requirements as stated in a notice of violation within the time specified, the building official may file an appropriate instrument to be recorded in the public records of the jurisdiction in which the violation occurred, indicating that violations of this ordinance exist upon the property involved. The recording of the notice of violation shall constitute legal notice to all concerned, as well as to any subsequent purchasers, transferees, grantees, mortgagees, lessees and all persons claiming or acquiring interest in the property. When the violation specified in the notice of violation has been corrected and all fees have been paid, the building official shall file a certificate attesting that the violation has been corrected.
(B) Chapter 2, Definitions, is amended to:
1. Add or amend the following definitions:
Board of appeals: The Mayor and Village Board of Trustees
Building official: The Development Services Director or individual designated by the Development Services Director.
(C) Chapter 3, Building Planning, is amended to:
1. Table R301.2. Insert:

2. Delete Section R302.3 and replace with:
R302.3 Two-family dwellings. Dwelling units in two-family dwellings shall be separated from each other by wall and floor assemblies having not less than a 2-hour fire-resistance rating where tested in accordance with ASTM E 119 or UL 263. Such separation shall be provided regardless of whether a lot line exists between the two dwelling units or not. Fire-resistance-rated floor/ceiling and wall assemblies shall extend to and be tight against the exterior wall, and wall assemblies shall extend from the foundation to the underside of the roof sheathing.
(a) Exceptions:
(1) A fire-resistance rating of 1-hour shall be permitted in buildings equipped throughout with an automatic sprinkler system installed in accordance with NFPA 13.
(2) Wall assemblies need not extend through attic spaces where the ceiling is protected by not less than 5/8-inch (15.9 mm) type X gypsum board, an attic draft stop constructed as specified in section R302.12.1 is provided above and along the wall assembly separating the dwellings and the structural framing supporting the ceiling is protected by not less than 1/2-inch (12.7 mm) gypsum board or equivalent.
3. Delete Section R313 in its entirety.
(D) Chapter 4, Foundations, is amended to:
1. Delete Section R401.1 and replace with:
R401.1 Application. The provisions of this chapter shall control the design and construction of the foundation and foundation spaces for buildings.
2. Delete Section R402.1 in its entirety.
3. Delete Section R403.1.1 and replace with:
R403.1.1 Minimum size. Concrete footings shall be provided and sized so as to support and distribute all imposed loads based upon the load-bearing value of the soil but not less than 8 inches thick by 16 inches wide when supporting an 8 inch thick wall, and 10 inches thick by 20 inches wide when supporting a 10 inch thick wall.
4. Delete Section R403.1.4.1 and replace with:
R403.1.4. 1. Frost protection. Foundation walls, piers and other permanent supports of buildings and structures shall be extended a minimum of 42 inches below final grade. Footing shall not bear on frozen soil.
5. Delete Section R403.2 in its entirety.
6. Delete Section R403.3 in its entirety.
7. Delete Section R404.1.5.3 in its entirety.
8. Delete Section R404.2 in its entirety.
9. Insert Section R404.6 as follows:
R404.6 Earth anchors. Earth anchor systems may be used for non-habitable accessory buildings that do not exceed 200 square feet.
Earth anchors shall be installed a minimum of 24 inches deep and in accordance with manufacturer specifications. One earth anchor shall be used at each corner of the building. An additional earth anchor shall be installed mid-point of any wall span exceeding 10 feet.
10. Insert Section R404.7 as follows:
R404.7 Concrete pier foundations. Concrete pier foundation systems may be used to support exterior decks, screen rooms, sheds, gazeebos, or otherwise as approved by the Code Official Piers must be sized to support and distribute the imposed load but shall be no less than 10 inches in diameter and 42 inches deep .
11. Insert Section R404.8 as follows:
R404.8 Trench foundations. Poured concrete trench foundations may be used to support single story frame additions to existing structures not to exceed 350 square feet in area. Trench foundations must be designed and constructed to support and distribute the imposed loads and shall be 42 inches deep, have foundation walls not less than 8 inches thick, and have a belled base not less than 16 inches in width.
12. Insert Section R404.9 as follows:
R404.9 Thickened edge slab foundations. Monolithic slab on grade foundations may be used to support single-story non-habitable accessory buildings not to exceed 600 square feet in area. Slab foundations shall be designed and constructed to support and distribute the imposed loads and shall be no less than 12 inches wide by 18 inches deep (12 inches below grade and 6 inches above grade) with two #5 rebar around the entire perimeter. The slab shall be poured monolithically with the footing and shall be no less than 4 inches thick reinforced with 6 inch by 6 inch welded wire mesh supported on a minimum 4 inch compacted stone base.
13. Section R405.1. Delete exception.
14. Delete Section R405.2 in its entirety.
15. Delete Section R406.3 in its entirety.
16. Insert the following table in Chapter 4:

(E) Insert Section R408.9 as follows:
R408.9 Crawl space floor. A minimum 2-inch thick concrete slab shall be poured in all crawl space areas. The required slab shall be installed over a minimum of 4 inches of stone over a 6-mil polyethylene film moisture barrier installed as required by this code.
(F) Chapter 5, Floors, is amended to:
1. Delete Section R502.7.1 and replace with:
R502.7.1 Bridging. All floor joists with a clear span greater than 8 feet shall be supported laterally at mid-span by solid blocking or diagonal bridging (wood or metal).
Exception. Trusses, structural composite lumber, structural glued-laminated members, and I-joists shall be supported laterally as required by the manufacturer’s recommendations.
2. Delete Section R504 in its entirety.
3. Delete Section R506.1 and replace with:
R506.1 General. Concrete slab-on-ground- floors shall be designed and constructed in accordance with the provisions of this section or ACI 332. Floors shall be a minimum of 4 inches thick (for expansive soils, see Section R403.1.8. The specified compressive strength of concrete shall be as set forth in Section R402.2.
4. Delete Section R507.3 and replace with:
R507.3 Footings. Decks shall be supported on pier foundations.
5. Delete Section R507.3.1 and replace with:
R507.3.1 Minimum size. Deck pier foundations shall be sized in accordance with Table R507.3.1. The minimum size of deck pier foundations shall be 10 inches in diameter.
6. Delete Section 507.3.2 and replace with:
R507.3.2 Minimum depth. Deck pier foundations shall extend a minimum of 42 inches below final grade.
(G) Chapter 8, Roof-Ceiling Construction, is amended to:
1. Delete Section R801.3 and replace with:
R801.3 Roof drainage. All dwellings shall be provided with rain gutters and downspouts that will collect and discharge all roof drainage to the ground surface at least 5 feet from foundation walls or to an approved drainage system.
(H) Delete Chapters 25 through 33
