3-21-2: FINDINGS:
The mayor and board of trustees hereby make the following findings of fact:
   (A)   Section 1-92 of the Illinois power agency act, 20 Illinois Compiled Statutes 3855/1-1 et seq. (the "act"), authorizes municipalities to aggregate the electric loads of residential and small commercial retail customers and to then solicit bids, select a retail electric supplier, and enter into a supply agreement to facilitate the purchase of electricity and related services and equipment on behalf of its participating residents and small businesses (collectively, an "aggregation program").
   (B)   At the March 20, 2012, general primary election, electors of the village of Lisle approved a referendum authorizing the village to adopt an "opt out" aggregation program.
   (C)   The village held public hearings on the proposed plan of operation and governance (the "plan") for the aggregation program on May 21, 2012, and June 4, 2012, notice of which was given prior to the first hearing once a week for two (2) consecutive weeks in the "Daily Herald", a newspaper of general circulation in the village.
   (D)   On June 4, 2012, the village adopted the plan of operation and governance for the electricity aggregation program herein described, a copy of which shall be available for public inspection and copying at the village hall. (Ord. 2012-4440, 6-4-2012)
