3-2-3: LICENSE; PURPOSE:
   (A)   Purpose: It is the policy of the village to limit the sale of alcoholic liquor at retail primarily to the sale in its original package or by retailers, manufacturers, or organizations as defined herein.
   (B)   License Required: It shall be unlawful for a person directly or indirectly responsible for any premises to which the public is admitted to give or offer to give any alcoholic liquor to any person for consumption unless said person is licensed to sell alcoholic liquors on said premises, or is licensed as a market research organization for the purpose of product taste testing of new alcoholic liquors.
It shall be unlawful for a person directly or indirectly responsible for any premises to which the public is admitted to at any time allow a person upon said premises to consume any alcoholic liquor unless the premises is licensed for sale of alcoholic liquors on said premises, licensed for Bring Your Own consumption, or unless the business at the premises is licensed as a market research organization for the purpose of product taste testing of new alcoholic liquors.
