No person shall engage in any of the businesses or occupations enumerated in Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” without first obtaining from the business office manager, in accordance with the applicable procedures, a license to engage in said business or occupation.
