Appeals to the planning and zoning commission may be taken by any person aggrieved or by any officer, department, board or bureau of the village affected by a decision of the building commissioner and/or zoning inspector. Such appeal shall be taken within such time as shall be prescribed by the planning and zoning commission by general rule, by filing with the building commissioner and with the planning and zoning commission a notice of appeal, specifying the grounds thereof. The building commissioner shall forthwith transmit to the planning and zoning commission all of the papers constituting the record upon which the action appealed from was taken.
