As soon as possible after the original appointment of members of said planning and zoning commission or upon the appointment of a new member for the remainder of an unexpired term, the president shall designate a chairman of the planning and zoning commission subject to confirmation by the corporate authorities. Said commission may have a secretary, a staff or both, and such other officers as may in their judgment be necessary. All members and all officers of said planning and zoning commission shall serve without compensation with the exception of the secretary, who may receive such compensation as may be fixed from time to time by the corporate authorities and as may be provided for in the annual appropriation ordinance. The members of the planning and zoning commission, by their chairman, shall from time to time make recommendations to the village board of trustees with respect to compensation for the secretary of said commission. If the planning and zoning commission deems it advisable to obtain technical or legal advice or other professional services, it may do so, but it first must obtain from the village board of trustees prior approval and authority to incur any expense and said expense, before incurred, must have been provided for in the annual appropriation ordinance or budget as amended and as passed by the village board of trustees. The corporate authorities may appropriate or budget such sums as they may deem proper for the maintenance and operation of said planning and zoning commission and/or planning department which may hereafter be created, including the salaries of all paid members and employees; development of a planning program; preparation of regulations, projects and programs pertinent to the development, redevelopment and renewal of the municipality and such surrounding territory over which the municipality exercises subdivision jurisdiction; the preparation and revision of the official map and the exercise of such powers germane to the purposes for which it was created, as may be conferred upon the planning and zoning commission or planning department by ordinance.
