Any person who pays or attempts to pay any bill, fine, charge or fee of the village by the submission of any check which is subsequently returned to the village unpaid by reason of insufficient funds or by reason of a stop order on said check, shall be liable to the village for a service charge as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for each and every check so returned. Said service charge shall be paid before the bill, fine, charge or fee for which said check was returned, is considered paid. Provided further, that any person who pays or attempts to pay any bill, fine, charge or fee of the village by means of any check which is subsequently returned unpaid to the village by reason of a nonexistent or closed account shall be fined for each and every such offense a sum as established by Title 1, Chapter 20 of this code. In the event one or more checks of any person are so returned, such person may be issued a written notice of the provisions of this section and no further payment shall be accepted from such person except in the form of cash, certified check, cashier's check or money order drawn to the order of the village.
