All fines, fees, charges, interest or other sums due to the village shall be debts owed to the village and shall be collectible as such. If any such sums are not paid within thirty (30) days after the date of any invoice sent by the village, the village may charge interest at a rate as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” on all past due amounts.
