When the Downtown Historic District and/or landmarks are involved, the Architectural and Historic Board of Review shall have the following duties and powers:
(a) To recommend to Council the geographic boundaries of, additions to or changes in the Downtown Historic District;
(b) To notify, in writing, the property owners of the area involved of the intent to include them in the Downtown Historic District; and
(c) To issue certificates of appropriateness prior to the construction, erection, alteration, removal, painting, signing, re-signing, moving or demolition of any structure in the Downtown Historic District, or the alteration, painting, signing or re-signing, removal, moving or demolition of any historic landmark.
