146.04   BOARD MEMBERSHIP AND COMPLIANCE OFFICER.
   (a)   The Architectural and Historic Board of Review shall consist of five members appointed by Council upon the recommendation of the Mayor and the Board of Directors of the Lisbon Area Chamber of Commerce. Each member shall have been a resident of the Village for six months preceding his or her appointment. Members shall be appointed for three-year terms to serve without compensation. Members  may succeed themselves. Initially, two members shall be appointed for one year, two members for two years and one member for three years.
   (b)   The duty of removing a member from the Board or replacing a member due to a vacancy on the Board shall remain with the Mayor.
   (c)   The Board may appoint such committees, ad hoc or standing, as may be appropriate to the conduct of its business.
   (d)   Additionally, pursuant to this Section, a Compliance Officer shall be appointed by Council upon the recommendation of the Mayor and the Board of Directors of the Lisbon Area Chamber of Commerce. It shall be the duty of the Compliance Officer to inspect all structures and/or landmarks in the Historic District and insure their compliance with this chapter. It shall further be the duty of the Compliance Officer to, prior to construction, erection, operation, removal, painting, signing, resigning, moving or demolition of any structure in the Downtown Historic District, or the alteration, painting, signing, or resigning, removal, moving or demolition of any historic landmark, to inspect and inquire into the plans of any of the mentioned projects, and make a recommendation to the Board for either the issuance or denial of a certificate of appropriateness when required by this chapter.
      (1)   The Compliance Officer shall be appointed for a three year term and may serve successive terms. The Compliance Officer shall be compensated in an amount to be determined by Council.
      (2)   The duty of removing the Compliance Officer from his/her position or replacing the Compliance Officer due to a vacancy in office, shall remain with the Mayor.
