(a) There is hereby created the position of meter attendant whose duties shall be as follows:
(1) Wind the parking meters;
(2) Make minor repairs as needed;
(3) Collection of moneys from the meters; and
(4) Issue citations.
(b) The meter attendant as provided for herein shall be authorized to issue citations for any parking meter violations.
