Whenever any snow, ice, slush, earth, stone, mud, wood or items of like substance are deposited or let or made to deposit in violation of § 804.01, any police officer or other authorized agent of the city is authorized to remove or cause to be removed snow, ice, slush, earth, stone, mud, wood or other item of like substance, without notice to the one causing the same to be so placed or the owner thereof, to any storage area designated by the Council. The owner or one so violating § 804.01 shall be liable to the city for the costs of removal and storage, in addition to criminal penalties provided for violation of this chapter.
