No person shall deposit, cause to be deposited or through negligence allow to be deposited upon the right-of-way of any public street or highway or upon the shoulders thereof, any snow, ice, slush, earth, stone, mud, wood or items of like substance, irrespective of the source thereof. Nothing herein shall be deemed to interfere with the removal of items by the city, its agents or employees or anyone authorized by the city to do so to provide safe travel on public streets or highways.
