(1) Prohibited. Except as provided by division (2) below, no person shall, on a street which has been posted as provided by § 801.02, operate a vehicle in violation of the prohibition or restriction.
(2) Permits. If any person shall desire to use a street which has been closed pursuant to § 801.02, or to operate a vehicle which exceeds a weight restriction imposed pursuant to § 801.02, he or she shall apply to the Director of Public Services. The Director of Public Services may, in his or her discretion, grant permission for the use upon compliance with the following conditions:
(a) The application shall furnish to the city a bond with good and sufficient surety thereon guaranteeing to secure the payment of all costs of putting the street in as good condition as it was before the restriction. The bond shall be approved by the city attorney and shall be in an amount as recommended by the Director of Public Services; and
(b) The applicant shall pay to the city a fee equal to the total cost to the city of issuing the permit, including all legal fees, engineering fees and other administrative and investigative costs.
