(1) Adoption. The Chief of Police, upon the recommendation of the Director of Public Services, may prohibit the operation of vehicles upon any street under city jurisdiction or impose weight restrictions on vehicles to be operated on the street whenever the street, by reason of deterioration, rain, snow or other climatic conditions, will be seriously damaged or destroyed unless the use of vehicles on the street is prohibited or the permissible weights thereof reduced. He or she shall erect and maintain signs plainly indicating the prohibition or restriction at each end and at any entrance to that portion of the street affected.
(2) Emergency. The Chief of Police may, without the recommendation of the Director of Public Services, post signs closing or imposing weight restrictions on any street as provided by division (1); provided that the emergency closing or restriction shall be effective only for the period of time as may be reasonable and necessary for the Director of Public Services to examine the street and make his or her recommendations.
