No person shall engage in the business of or act as a contractor unless he or she has been issued a contractor's license; provided, this shall not apply to persons who produce a product within the city for use outside the city. The provisions of §§ 605.01 through 605.09 shall not be construed as preventing any qualified licensee from performing the work by an employee under his or her supervision and control, nor a property owner from performing his or her own work provided all provisions of the State Building Code are complied with. The requirements of this chapter shall not apply to a residential building contractor, residential re-modeler or other persons who are required to be licensed by the state under the provisions of M.S. §§ 326.83 to 326.991, as they may be amended from time to time.
