When the proposed improvement is allowed under the foregoing sections, the Council may by resolution, at any time between 60 days and one year after the conclusion of the public hearing in § 303.04(1), proceed on the improvement by advertising for bids and the letting of the contract. Provided, however, that no contract shall be let in the event that the contract exceeds the estimated cost of the improvement by 10%.
