The following rule regarding councilmanic legislative request procedures is hereby approved:
(a) A request from covering one subject matter only shall be submitted by a requesting Councilman to the Mayor. The Mayor shall examine such request and within seven days shall either refer such request to the appropriate Committee for review and recommendation or return it to the requesting Councilman with appropriate comments. The appropriate Committee or the requesting Councilman shall, following a review, then return such proposed legislation to the Mayor and the Mayor is directed to submit such request for legislation to the Solicitor, in writing, to prepare legislation or, in the event further clarification is necessary, the Mayor shall return the requested legislation to the requesting Councilman for further information.
(b) The procedural steps outlined herein shall be followed in each instance of legislative request.
