351.15 POWERS OF CHIEF OF POLICE.
   (a)   To Designate Public Carrier Stops and Stands. The Chief of Police is hereby authorized and required to establish bus stops, bus stands, taxicab stands and stands for other passenger common-carrier motor vehicles on the public streets in the places and in such number as he shall determine to be of the greatest benefit and convenience to the public, and every such bus stop, bus stand, taxicab stand, or other stand shall be designated by appropriate signs.
   (b)   Parking Prohibited or Restricted. The Chief of Police is authorized to designate highways or portions thereof on which the parking of vehicles shall be prohibited or restricted in such manner as the Chief of Police may consider necessary for the proper regulation and control of traffic. Such designation shall be made by causing signs to be erected and maintained in the highway at each end of the designated portion, which sign shall be plainly legible and indicate that parking is prohibited or restricted. Similar signs may be placed at other locations within the designated portion at the Chief’s discretion. When a highway or portion thereof has been so designated, no person shall stand or park a vehicle or trackless trolley except in accordance with such designation or when necessary to avoid conflict with other traffic or with the provisions of the Traffic Code, or in compliance with the directions of a police officer or a traffic control device.
   (c)   Curb Loading Zones. The Chief of Police is authorized to determine the location of passenger and freight curb loading zones and shall place and maintain appropriate signs indicating the same and stating the hours during which the provisions of this subsection are applicable.
