The Village shall, each year, upon the return of Eastern Standard Time (EST), provide batteries to occupants of residential buildings to maintain the carbon monoxide detector installed within said buildings, and shall, upon request, provide a replacement carbon monoxide detector which, through no fault of the occupant, has become nonoperational.
