The fee for street opening, and/or tunneling, as described herein, shall be for each single permit, the sum of thirty-five dollars ($35.00) plus a one thousand dollar ($1,000) bond and insurance. In cases where more than one permit is obtained by the developer at the same time, he shall furnish a bond equivalent to the number of openings times the one thousand dollar ($1,000) bond i.e., two openings, a two thousand dollar ($2,000) bond; three openings, a three thousand dollar ($3,000) bond.
