The Chief of Police or the Mayor shall issue a license to the applicant unless he/she has determined:
(a) The applicant has made a false, misleading or deceptive statement in providing the information required under Section 729.04;
(b) The applicant has been convicted of a felony violation or misdemeanor violation moral turpitude during the past five years.
Such license shall be valid for a period not to exceed one year. No license issued hereunder shall be assigned or transferred to any other person.
