729.03 SALES ON PRIVATE PROPERTY.
   (a)    The practice of going in or upon private property in the Village by solicitors, peddlers, hawkers, itinerant merchants or transient vendors of merchandise, goods, wares, foods, books, periodicals, services, or other articles of value, not having been expressly invited to do so by the owner or occupant of such private property or residence, for the purpose of soliciting orders for the sale of or repair of goods, wares, merchandise or other chattels of value, or services, for present or future delivery and/or disposing of and/or peddling or hawking or of the same, is declared to be a nuisance, and any such person shall be subject to the penalty provided in Section 721.99.
   (b)    Solicitors, peddlers, hawkers, itinerant merchant or transient vendors may offer their goods or services for sale at any private residence within the Village, if the owner of that property has notified the Chief of Police of the Village Police Department, pursuant to Section 729.031 of this chapter, that solicitors, peddlers, hawkers, itinerant merchants or transient vendors have permission to enter onto his property for such purpose.
   (c)    Every solicitor, peddler, hawker, itinerant merchant or transient vendor, prior to conducting business, within a temporary place of business, upon private property at the invitation of the owner or occupant of such private property, shall first comply with all the provisions of this chapter regulating such business activity.
