A licensee shall not receive a fee for his services in excess of twelve percent (12%) of the total amount of the debtor's debts as listed by such debtor with the licensee up to one thousand dollars ($1,000) and ten percent (10%) of such total indebtedness as exceeds one thousand dollars ($1,000). If the debtor stops making payments to the licensee, the licensee shall be entitled to receive not more than five percent (5%) of the debtor's unserviced balance. In addition to the above, each licensee shall be entitled to receive three dollars ($3.00) for each debtor's creditors, not to exceed twenty-five dollars ($25.00)
