No person shall operate a budget service company in the Village without having obtained a license from the Mayor. Each office of each company shall have a separate license. The fee for such license shall be one hundred dollars ($100.00) per annum, and each application for a license shall be accompanied by the annual license fee. The license shall expire on December 31 of year of license unless renewed.
