Every person, society, club, firm or corporation desiring to open or maintain a billiard room must make application in writing to the Mayor therefor. Such application shall contain the full name and correct address of the applicant, and the address of the place to be operated as a billiard room, and shall furnish such other and further information as the Mayor may require. If the applicant be a club, society or corporation, the application shall contain a complete list of the officers of the club, society or corporation, and proper addresses, and shall state the location of the place to be operated. The Mayor upon receipt of such application shall conduct an investigation as to the character and qualifications of the applicant. The application shall be rejected if the Mayor finds that the applicant or applicants are not of good moral character, and is not a proper person or persons to operate a billiard room in the Village.
