The City Council reserves the right, upon receipt of an appropriate application in a form to be prescribed by the Mayor and City Secretary, to grant qualified exceptions to the requirements of this chapter, where the exceptions sought and granted do not defeat the overall purposes of this chapter to control density of population, parking, the need for open space and fire hazards within the city which may interfere with the health, safety and welfare of the citizens of the city.
