HUD-Code manufactured home and mobile homes that are presently being occupied in compliance with previous regulations of the city shall not be required to comply with the provisions of § 151.03, but if an existing structure is moved or substantially rebuilt or if its occupancy or ownership or the ownership of the land upon which it is situated is changed, the license procedure must be followed prior to its occupancy.
