It shall be unlawful and a violation of this subchapter for any person acting for himself or herself or acting as an agent, employee, independent contractor or servant of any other person to commence a video arcade, electronic game room or video game arcade within the city limits without a permit having been issued by the authority of the City Council in accordance with the terms of this subchapter.
