§ 93.04 USE OF CITY PARKS GENERALLY.
   (A)   Pollution of waters. No person shall throw, discharge or otherwise place or cause to be placed in the water of any fountain, pond, lake or other body of water in or adjacent to any park any substance, matter or thing, liquid or solid, which will or may result in the pollution of such waters.
   (B)   Refuse and trash. No person shall bring in or dump, deposit or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage or refuse or other trash. No such refuse or trash shall be placed in any water in any park or left anywhere on the grounds thereof but shall be placed in the proper receptacles, where these are provided. Where receptacles are not so provided, all such rubbish or waste shall be carried away from the park by the person responsible for its presence and properly disposed of elsewhere.
   (C)   Use of picnic areas and barbeque pits.
      (1)   No person shall violate the regulations and use of the individual barbeque pits together with tables and benches, which follow generally the rule of “first come, first served”.
      (2)    No person shall use any portion of the picnic areas or any other buildings or structures therein for the purposes of holding picnics to the exclusion of other persons, except for reservations made through City Hall and payment of a deposit. The deposit shall be refunded if the park is left in a clean and neat manner.
      (3)   No person shall leave a picnic area before the fire is completely extinguished and before all trash in the nature of boxes, papers, cans, bottles, garbage and other refuse is placed in disposal receptacles, where provided.
   (D)   Vehicle traffic.
      (1)   Operation confined to roads. No person shall drive any vehicle on any area except the designated park roads or parking areas or such other areas as may, on occasion, be specifically designated as temporary parking areas by the Parks Commissioner, Mayor or City Council.
      (2)    Parking. No person shall:
         (a)   Park a vehicle in other than an established or designated parking area, and such use shall be in accordance with the posted directions thereat; and
         (b)   Double park a vehicle on any road or parkway unless directed by a city official.
   (E)   Hunting and firearms in the park.
      (1)   No person shall hunt, trap or pursue wildlife at any time.
      (2)    No person shall shoot, use, carry or possess firearms or any other description of air rifles, spring guns, slings, bows or any other form of weapons potentially dangerous to wildlife or human safety, or any instrument that can be loaded with and fire blank cartridges or any kind of trapping device, except with the permission of city officials.
   (F)   Fireworks and explosives. No person shall bring or have in his or her possession or set off or otherwise cause to explode or discharge or burn any firecrackers, torpedo, rocket or other fireworks of explosive or inflammable material or discharge them or throw them into any such area from land or highway adjacent thereto. This prohibition shall not apply to a fireworks display where special permission for the same has been made through City Hall.
   (G)   Fires.
      (1)   No person shall build or attempt to build a fire, except in such areas and under such regulations as made or designated by the Parks Commissioner or Mayor.
      (2)    No person shall drop, throw or otherwise scatter lit matches, burning cigarettes, cigars, tobacco paper or other inflammable material within any park area.
   (H)   Soliciting. No person shall solicit alms or contributions for any purpose, whether public or private, without written permission from City Hall.
   (I)   Vending and peddling. No person shall expose or offer for sale any article or thing, nor shall he or she station or place or stand a cart or vehicle for the transportation, sale or display of any such article or thing. Exception is herein made as to any regularly licensed concessionaire acting by and under the authority and regulation of the City Council or Mayor.
   (J)   Advertising. No person shall announce, advertise or call the public’s attention, in any way, to any article or service for sale or hire.
   (K)   Signs. No person shall paste, glue, tack or otherwise post any sign, placard, advertisement or inscription whatsoever, nor shall any person erect or cause to be erected any sign whatever on any public land or highway or on roads adjacent to the park without prior approval from City Hall.
