No provision contained in this chapter shall be construed to prevent or prohibit a separate or special contract or agreement between the village and any industrial user whereby industrial waste and material of unusual strength, character, or composition may be accepted by the village for treatment, subject to additional payment therefor by the industrial user; provided, however, that such a contract or agreement shall have the prior approval of the village.
