§ 154.032 NEW SINGLE FAMILY RESIDENTIAL DISTRICT; R1-N.
   The R-1 District is intended to provide a pleasant safe and quiet neighborhood environment free from traffic hazards or public annoyances for residential areas of the village.
   (A)   Permitted uses.
      (1)   One-family year round dwellings. Mobile homes are prohibited from the R-1 District. Replacement of mobile homes on lots where mobile homes currently exist will be allowed for a six month period following the effective date of the ordinance amendment, providing all other provisions of the R-1 District are met.
      (2)   Private garages and carports.
      (3)   Essential services and utilities intended to serve the principal permitted use.
      (4)   Signs subject to the provisions of §§ 154.65 and 154.66 .
   (B)   Uses authorized by conditional permit.
      (1)   Horticultural and gardening.
      (2)   Churches, elementary and junior and senior high schools.
      (3)   Public parks, playgrounds, recreational and community center buildings and grounds.
      (4)   Customary accessory uses provided such uses are clearly incidental to the principal use and that no such use generates traffic or noise that would create a public or private nuisance.
      (5)   Home occupations.
         (a)   Customary home occupations. Home occupations are an accessory use in all residential districts and are subject to the requirements of the district in which the use is located. A permit is not required. In addition, the following regulations apply to all home occupations:
            1.   Home occupations shall be conducted only within the enclosed area of the dwelling unit or the garage. No more than 25% of a principal structure or 75% of an accessory structure may be dedicated to a home occupation. No accessory building may be built, altered, or used primarily for use in the home occupation.
            2.   There shall be no exterior alterations, which change the character of the dwelling, and there shall be no exterior evidence of a home occupation other than a sign as permitted in §§ 154.65 and 154.66.
            3.   No storage or display of materials, goods, supplies, or equipment related to the operation of a home occupation shall be visible outside any structure located on the premises.
            4.   No stock in trade may be displayed or sold at retail on the premises.
            5.   No use shall create smoke, odor, glare, noise, dust, vibration, fire hazard, electrical interference, excess trash, or any nuisance not normally associated with the usual residential use in the district.
            6.   Signs are prohibited in the R-1, R-2 districts except specific standards in § 154.65(B)(1).
            7.   A home occupation shall be clearly incidental to the principal residential use of the building.
            8.   Stock in trade, including that which is provided on the premises, shall not require receipt or delivery of merchandise, goods, and supplies other than by United States Mail, similar parcel delivery service, or by private vehicle similar in size and weight to the U.S. Mail/other parcel delivery service vehicles.
            9.   Only one other person other than members of the family occupying the residence may be employed in the home occupation.
            10.   Visitors shall be permitted on the premises only between the hours of 6:00 a.m. and 6:00 p.m.
            11.   Not more than one truck of not more than one-ton capacity and one trailer weighing no more than 6,000 pounds associated with home occupation shall be kept on the premises.
         (b)   Intensive home occupations. Intensive home occupations are a conditional use in all residential districts and require a permit. They are subject to all of the requirements for a home occupation, except as modified by and in addition to the requirements below:
            1.   Only two other persons other than members of the family occupying the residence may be employed in the home occupation.
             2.   Signs are prohibited in the R-1, R-2 districts except specific standards in § 154.65(B)(1).
            3.   Parking shall be restricted to existing parking spaces on the premises and on-street parking spaces adjacent to the premises.
            4.   The applicant shall state on the application the expected number of vehicles per day accessing the property related to the business. The Plan Commission and Village Board may limit the number of vehicles per day accessing the business.
            5.   The applicant shall state on the application the hours of operation of the business. The Plan Commission and Village Board may limit the hours of operation in order to maintain the residential character of the neighborhood.
            6.   Retail sales of goods created or fabricated by the family residing on the premises (other than produce grown on the property) is permitted only as an intensive home occupation, subject to all other requirements of the Conditional Use Permit.
      (6)   Two-family dwelling units.
      (7)   Telephone, telegraph, and power transmission towers, poles and lines, relay and repeater stations, equipment housing and other necessary appurtenant equipment and structures.
      (8)   Hospitals.
