No building, sign or other structure or any part thereof shall hereafter be built, enlarged or altered so as to change its structural use, or moved within the area subject to the provisions of this chapter until a zoning permit has been applied for in writing and obtained from the Zoning Administrator. The building permit is valid for one year from the issuance date unless substantial construction has commenced.
