Fees collected by the village shall be used exclusively for capital cost incurred in the acquisition, improvement, or expansion of village park land or facilities. Until so used, the fees shall be deposited in a segregated interest-bearing account and shall be accounted for separately from the other funds of the village. These fees and interest may be expended only for capital costs for which the fees were imposed.
