(A) Payment. Payment of the fee applicable to each lot in the subdivision shall be made prior to or concurrently with the first conveyance of such lot after approval of the subdivision.
(B) Building permits. A building permit for a new dwelling shall not be issued until it is determined that the park fees paid under the provisions of this subchapter are in accordance with the fee schedule in § 153.89 above. If the fees are not in accordance with the fee schedule, the appropriate additional fee must be paid before a building permit will be issued.
